Recruiting Department: International Cooperation Department

Head of the International Cooperation Department: 1 position

Job Responsibilities:

  1. Conduct research on the current status and development trends of the domestic and international telecommunications industry to support related decision-making;

  2. Lead the establishment of the center’s team, formulate team development strategies and plans, and coordinate cross-departmental efforts to develop integrated solutions;

  3. Participate in the institute’s top-level strategic planning, integrate resources to formulate comprehensive proposals, and present findings to leadership.

Qualifications:

  1. Master’s degree or higher from a top-tier university (domestic or overseas), majoring in Computer Science, Telecommunications, or related fields;

  2. Minimum 5 years of relevant work experience, including at least 3 years in management roles; prior experience in international cooperation is preferred;

  3. In-depth familiarity with cutting-edge technologies in telecommunications and related industries; proven track record of independently delivering multiple medium- to large-scale industry projects; recognized influence within the industry;

  4. Strong technical communication skills and excellent team coordination and management capabilities;

  5. Fluent English; ability to travel frequently.

Work Location: Shenzhen and Beijing

Alliance Management Position: 1–2 positions

Job Responsibilities:

  1. Formulate the alliance’s annual development goals, phased objectives, and concrete implementation measures;

  2. Serve as the primary liaison with government regulatory agencies, enterprises, and other relevant stakeholders—including communication, coordination, and hosting of official visits;

  3. Plan, organize, prepare for, and execute major alliance conferences and events;

  4. Assist the department secretary in drafting key documents related to the alliance.

Qualifications:

  1. Master’s degree or higher in Telecommunications, Business Administration, or related fields; exceptional candidates with a bachelor’s degree may be considered;

  2. Minimum 5 years of experience managing associations, alliances, or governmental organizations; successful collaboration case studies and rich innovation resource networks are highly valued;

  3. Demonstrated strengths in organizational planning, coordination and execution, resource integration, and adaptability;

  4. Strong sense of responsibility, excellent teamwork spirit, and outstanding interpersonal communication skills;

Department Secretary Position: 1–2 positions

Job Responsibilities:

  1. Draft official government documents;

  2. Manage cooperative initiatives with international peer institutions and advance international collaboration;

  3. Communicate with overseas partners—including requirements clarification, meeting organization, and translation;

  4. Monitor cutting-edge international research outcomes;

  5. Organize and manage foreign-related activities.

Qualifications:

  1. Bachelor’s degree or higher in English, Economics, Business Administration, or related disciplines;

  2. Familiarity with government organizational structures, administrative procedures, and official document standards;

  3. Excellent official document writing skills, strong command of written expression, rigorous logical thinking, and clear reasoning;

  4. High proficiency in foreign languages—especially English as a working language—and outstanding international engagement capability, enabling independent overseas communication;

  5. Interest in the telecommunications industry; prior education or work experience in emerging technologies such as cloud computing, artificial intelligence, or blockchain is preferred;

  6. Strong communication and coordination skills, teamwork orientation, self-motivated learning ability, and a strong sense of responsibility; ability to travel domestically and internationally.

Technical Support Position: 1–2 positions

Job Responsibilities:

  1. Conduct theoretical research and evolution analysis in telecommunications technologies;

  2. Investigate current technical challenges in telecommunications and propose improvement recommendations;

  3. Support the team in reviewing and validating technical issues in the telecommunications domain;

  4. Participate in international research collaboration and strategic planning in telecommunications.

Qualifications:

  1. Master’s degree or higher in Computer Science, Electronics, Telecommunications, Microelectronics, or related fields;

  2. Global perspective on telecommunications; ability to independently research telecommunications principles and future directions; team management experience is preferred;

  3. Proven experience in telecommunications technology research and application; relevant technical research background is highly desirable.

Recruiting Department: Business Development Department

Head of the Business Development Department: 1 position

Job Responsibilities:

  1. Develop and implement the department’s strategic plan, leading the team to execute initiatives and drive progress;

  2. Facilitate technical exchanges and collaborations with universities, research institutes, and enterprises;

  3. Identify and introduce new technologies and business models, promoting technology commercialization;

  4. Integrate internal resources and coordinate external delivery in alignment with the institute’s overall strategy.

Recruiting Department: Management Support Department

Finance Manager: 1 position

Job Responsibilities:

  1. Oversee all daily financial operations and full-cycle accounting, ensuring compliance with national accounting standards in reviewing and supervising routine accounting and financial activities;

  2. Lead financial management, cost control, accounting, and inventory management to enhance economic efficiency;

  3. Organize preparation of annual budget reports and year-end financial statements;

  4. Prepare external financial reports and internal operational analyses and performance dashboards;

  5. Track and analyze budget execution and project expenditures; identify opportunities to increase revenue and reduce costs; optimize fund utilization;

  6. Provide required financial analysis data to other departments upon request.

Qualifications:

Qualifications:

General Secretarial Position: 2 positions

Job Responsibilities:

  1. Manage document circulation, submission, and follow-up supervision;

  2. Draft comprehensive institutional documents—including annual summaries, work plans, and reports;

  3. Draft and proofread institutional regulations and policies;

  4. Organize institute meetings, take minutes, and draft meeting summaries;

  5. Manage filing and archiving of official documents;

  7. Track and supervise implementation of key institutional initiatives;

Qualifications:

Job Responsibilities:

  4. Maintain contract archives for all institute projects;

Infrastructure Management Position: 1 position

Job Responsibilities:

  1. Supervise quality and on-site management for new construction, expansion, major renovations, and minor repairs of institute infrastructure;

  2. Manage water, electricity, elevators, air conditioning, fire safety, surveillance, lighting, and other facility systems;

  3. Oversee institute safety production, develop comprehensive emergency response plans for production accidents, and conduct scheduled emergency drills;

  4. Conduct regular inspections of water supply, power supply, fire safety, and property management; promptly organize repairs upon fault detection and restore work environments post-repair;

  5. Manage, maintain, troubleshoot, and perform daily operations for servers, routers, firewalls, and internal networks.

Qualifications:

  1. Bachelor’s degree or higher in Electrical Engineering, Water & Drainage Engineering, Network Engineering, or related fields; professional certifications such as Construction Engineer, Safety Engineer, Electrical & Plumbing Engineer, or Network Engineer are required;

  2. Minimum 3 years of relevant professional experience; ability to effectively respond to emergencies;

  3. Proficiency in office software and CAD;

  4. Strong sense of responsibility, excellent teamwork and organizational management skills, and robust coordination and integration capabilities.

Recruiting Department: Industry Policy Department

Industry Research Position: 1 position

Job Responsibilities:

  1. Conduct research on industrial development and related policies in the information and communications technology (ICT) sector;

  2. Lead critical research projects for the institute and contribute to white papers, special publications, and research reports;

  3. Provide consulting services on macro-industrial planning, policy formulation, current development status, and issue analysis in the ICT sector.

Qualifications:

  1. Master’s degree or higher in science/engineering disciplines; PhD candidates are preferred;

  2. Minimum 3 years of relevant work experience; exceptional candidates may be considered with relaxed criteria;

  3. Solid writing skills and strong verbal communication and interpersonal abilities.

Technology Research Position: 1 position

Job Responsibilities:

  1. Conduct research on cutting-edge ICT technologies, security theories, and emerging trends;

Recruiting Department: Network Innovation Department

Business Expansion & Project Management Position – 1 position (Bachelor’s degree or higher)

Job Description:

  1. Liaise with government regulatory authorities to facilitate project implementation; simultaneously engage industry clients and proactively expand the client base.

  2. Prepare project-related documentation per government requirements and manage applications for government special funding programs.

  3. Drive project execution and management—coordinate among participating entities, implement project planning, refine business rules and workflows, develop project schedules, control timelines and quality, allocate resources, and ensure achievement of project objectives.

  4. Track project progress and prepare periodic reports; coordinate with all participating entities to monitor advancement against the project plan and produce timely progress reports.

  5. Manage project process governance—including system building, project management policy development, and standardization—to promote internal process optimization and efficiency enhancement.

  6. Oversee project audits and acceptance; collect, organize, and archive documentation across all project phases.

Qualifications:

  1. Bachelor’s degree or higher; minimum 3 years of project management experience or involvement in large- or medium-scale ICT projects;

  2. Proficient in project management methodologies and tools; skilled in summarizing and synthesizing information; capable of independently drafting standardized documentation;

Cloud Computing Technology Research Position – 1 position (Master’s degree or higher)

Job Description:

  1. Draft scientific research infrastructure platform construction plans; organize deployment, implementation, testing, and evaluation;

  2. Conduct research on frontier cloud computing technologies and emerging business domains; author research reports;

  3. Support government initiatives—execute major government special projects and related research tasks; assist in preparing application materials for government research grants;

  4. Participate in management consulting projects and draft technical consulting reports.

Qualifications:

  1. Proficiency in Linux and Windows system administration, shell scripting, MySQL, Ansible, Zabbix, and related configuration management and application;

  2. Expertise in virtualization platforms including ESXi, KVM, and Docker; deep understanding of OpenStack and Kubernetes (K8S) architecture, deployment, configuration, and administration;

  3. Solid grasp of fundamental data communication network principles; expertise in IP backbone networks and data center networks is preferred;

  4. Passion for emerging technologies and services—including cloud computing, industrial internet, and data center networking—and eagerness to explore them in depth;
