Government Work Report Delivered by Premier Li Keqiang at the Third Session of the 13th National People's Congress

On international external exchanges, Premier Li Keqiang stated in his Two Sessions report: “China’s major-country diplomacy with distinctive Chinese characteristics has yielded rich results. China successfully hosted major home-ground diplomatic events, including the Second Belt and Road Forum for International Cooperation. President Xi Jinping and other Party and state leaders visited multiple countries and attended major international events such as the G20 Leaders’ Summit, the BRICS Leaders’ Meeting, the Conference on Interaction and Confidence-Building Measures in Asia (CICA), the Shanghai Cooperation Organization (SCO) Summit, the East Asia Cooperation Leaders’ Series of Meetings, the China–EU Leaders’ Meeting, and the China–Japan–ROK Leaders’ Meeting. China actively participated in the development and reform of the global governance system and promoted the building of a community with a shared future for humanity. Economic diplomacy and people-to-people exchanges have achieved notable success. China has made important contributions to world peace and development.”

Premier Li also noted: “We will pursue high-quality joint construction of the Belt and Road Initiative. Adhering to the principles of extensive consultation, joint contribution, and shared benefits—and following market principles and internationally accepted rules—we will leverage enterprises as the main actors in implementing mutually beneficial cooperation, and guide outbound investment toward healthy development.”

“We will advance the liberalization and facilitation of trade and investment. We firmly uphold the multilateral trading system and actively participate in World Trade Organization (WTO) reform. We will promote the signing of the Regional Comprehensive Economic Partnership (RCEP) Agreement and advance free trade negotiations involving China, Japan, and South Korea. We will jointly implement the Phase One Economic and Trade Agreement between China and the United States. China is committed to strengthening economic and trade cooperation with all countries to achieve mutual benefit and win-win outcomes.”
