Wu Hequan: 'Spectrum Blockchain' Addresses 5G Spectrum Shortage

At the 2020 China Radio Conference, which opened on December 9, Academician Wu Hequan of the Chinese Academy of Engineering stated that as 5G commercialization deepens, the problems of insufficient 5G spectrum resources and low spectrum utilization have become increasingly prominent. To address the challenge of radio spectrum shortage, Wu proposed three strategic approaches: exploring new spectrum resources, tapping the potential of existing spectrum resources, and enhancing spectrum utilization efficiency. Specifically, regarding improving spectrum utilization efficiency, he suggested adopting blockchain technology—a currently trending solution. Wu noted that, leveraging consensus mechanisms, rights-confirmation information can be effectively bound to spectrum resources and registered/stored prior to spectrum transactions; all network nodes can thus verify the rightful owner of spectrum assets.

Meanwhile, rules for spectrum trading can be established using smart contracts—replacing traditional contractual language with executable code—and enabling on-chain payments, thereby elevating the intelligence level of transactions.

Wu also emphasized that spectrum blockchain must accommodate both administrative approval and regulatory oversight by national radio management authorities, and enable multi-stakeholder participation—including dedicated networks, public networks, broadcast networks, and other relevant departments. To achieve rapid regulation and efficient sharing, a tiered, heterogeneous hybrid blockchain architecture—integrating consortium and private blockchains—is required. Wu pointed out, 'Meeting the challenge of constrained spectrum resources demands management innovation: regulatory evaluation of spectrum occupancy effectiveness, introduction of dynamic adjustment mechanisms and business models, and enhancement of the scientific rigor and rationality in spectrum allocation and utilization.'
